Employment and similar income (Articles 49 and 50 TUIR) over €30,000 excludes sole traders and self-employed individuals from the lump-sum tax regime. The cut-off is assessed using income from the previous year.
The residence permit for contract-based assignments allows non-EU workers to be employed when an Italian company awards a contract or subcontract for works or services to a foreign company (Art. 27, para. 1, lett. i, Legislative Decree 286/1998).
The Italian Customs and Monopolies Agency (ADM) has just issued Circular No. 18/2025, implementing the landmark Constitutional Court Ruling No. 93/2025 — and it could change the way import VAT violations are handled.
